Industrial Security

What is Industrial Security?

Industrial security is the condition reached when the appropriate measures and procedures are implemented to gain access to, handle or generate Classified Information during the performance of a classified contract or programme.

The Regulations of the National Authority for the Protection of Classified Information establish the minimum conditions for handling Classified Information in classified contracts and programmes. These minimum conditions could be complemented by the specific regulations for the protection of Classified Information in the realm of a contract or a programme.

General conditions for a contractor to gain access to Classified Information.

a) To possess full capacity to act.

b) To prove economic, financial and technical or professional solvency.

c) To be trustworthy from the security point of view.

d) To have a Classified Information Protection Service in place.

e) For the owners, administrators, members of the governing board and any other person who may know, participate or be present at the deliberations of the executive body of the contractor to possess the PSC corresponding to the level assigned to the contractor. If the National Security Authority decides so, the PSC of the said persons might be replaced with an affidavit waiving the knowledge of Classified Information.

f) To have signed the appropriate Security Commitment.
 

Definitions of FSC.

A Facility Security Clearance (FSC) with non-storage capability is considered as the positive determination by virtue of which the National Security Authority, on behalf of the Government of the Kingdom of Spain, formally acknowledges the capability and reliability of a contractor to generate and gain access to Classified Information up to a certain level, without being authorised to handle or store it in his/her own facilities.

A Facility Security Clearance (FSC) with storage capability is considered as the positive determination by virtue of which the National Security Authority, on behalf of the Government of the Kingdom of Spain, formally acknowledges the capability and reliability of a contractor holder of a FSC to handle and store Classified Information up to a certain level in his/her facilities cleared for that purpose.

Conditions to gain access to Classified Information of the MoD

Since the MoD has developed specific Regulations for the protection of Classified Information in its field, contractors wishing to engage in a contract of the MoD entailing access to Classified Information, should sign a specific SEGURITY AGREEMENT (MP-01) with the said Ministry.
